It's one of the reasons I stopped working with them. They were trying to pressure me into helping them recreate the serum using what little they had of Steve's blood. I refused.
Steve was a necessity of the times, but if there's no war, there's no need for a super soldier. (Howard could go on waxing poetically about Steve!!!!! but he is going to not for now. Mostly because he's sure Tony's heard it all before. Steve wasn't just a super soldier, he was a symbol of the American hope and freedom and the rise of the little man to something great.
Internal chitchat is important though. Howard is mostly just trying the avoidance tactic but apparently his son knows it too well!! Gosh darn.

I must have mentioned Barnes to you when you were a boy, didn't I? We thought he was KIA when he fell from the train where we captured Zola. It turns out we were wrong. He had some rough times after that.
