BACKGROUND: what a meatball
INCENTIVE/FIT: well first and foremost howard is quite obviously very fond of touching people. this is shown both through him being considered a playboy and all that jazz, but it's also quite prominent in his familiarity with peggy and jarvis, in hugging them without prompting and whatnot, so he wouldn't really have any hangups and qualms in that department.
at the end of agent carter we hear that he's in a legal battle with the us government and the ssr, and which is part of the main incentive that he would have is that he would want to ensure that no one would ever forcefully take control of any of his designs again, especially the government. meaning they couldn't steal his ideas and designs. one thing is plagiarising them and copying, that's part of being an inventor. you work off others ideas and move them on and so that he's not as touchy, but he doesn't want anyone ever stealing anything from him again, mostly because whenever someone seems to, it always seems lead to nothing but destruction.
